Between mid-September and early October 2025, Nigeria faced a compounded crisis of insurgent violence and severe flooding, creating one of the most challenging humanitarian situations in recent years. In northeastern Nigeria, Boko Haram and ISWAP militants continued attacks on military and civilian targets. Notably, on September 10, Boko Haram killed at least 60 residents in the village of Darul Jamal, Borno State, highlighting the continued insecurity despite military operations. In addition to the attacks, communities remain at high risk from roadside IEDs, kidnappings, and sporadic clashes between rival insurgent factions, which severely restrict freedom of movement and access to essential services.
Meanwhile, catastrophic flooding affected the north-central and northeastern regions, especially along the River Niger and River Benue. The Nigeria Hydrological Services Agency (NIHSA) reported that rising water levels, exacerbated by limited Lagdo Dam capacity, have already displaced over 113,000 people and destroyed more than 46,000 hectares of farmland. The World Food Programme (WFP) and National Emergency Management Agency (NEMA) are coordinating relief operations, including emergency food distribution, shelter provision, and health interventions. Vulnerable populations face heightened risks of waterborne diseases such as cholera and malaria, while disrupted transport and communication infrastructure hamper aid delivery.
The combined impacts of violence and flooding have intensified food insecurity, displacement, and health emergencies, stretching Nigeria’s capacity to respond. As of early October, over 315,700 individuals across 25 states have been affected by floods, and the ongoing insurgency continues to prevent safe returns for internally displaced persons. The Nigerian government, through NEMA and NIHSA, continues to monitor flood-prone areas and issue early warnings, while collaborating with international partners to mitigate risks and provide humanitarian assistance.
